Since January 15, 2017, a French minor traveling without at least one parent will not be allowed to leave France without a “Autorisation de Sortie du Territoire” (exit authorization).
Therefore, the person accompanying the child (family member or other authorized adult) on an international flight must present, in addition to the usual travel documents:

It is each passenger’s responsibility to ensure they hold valid travel documents in accordance with Ryanair, immigration services, and other authorities at each destination. To avoid any issues, please note the following:
To travel to Morocco – only a valid passport is accepted, including for infants.
A residence permit alone is not accepted for travel; it must be accompanied by a valid passport.
Minor children are only accepted when accompanied by someone over 16 years old traveling on the same flight. In this case, they must carry a valid ID and either an exit authorization or a valid passport.

Ryanair accepts unaccompanied minors aged 16 to 18. In this case, they must carry a valid ID and either an exit authorization or a valid passport.
Important – Flights to/from Portugal: Portuguese citizens under 18, entering or leaving Portugal without a parent or legal guardian, must carry a travel authorization signed and certified by a parent or legal guardian and stating the name of the accompanying adult.
